The existence of nonstandard charges charged by the grassroots government helps to resolve the financial crisis of local government. It helps the government have the financial ability to resolve many public affairs during the shortage of capital. Whereas the nonstandard charges aggravates aggravate the burdens of enterprises and individuals which leads the social conflicts become more serious. Although this problem has been tried to solved for many times , there is little effect. So how to resolve this problem is very important to the development of social economy and to the steady of country. The root of this problem is that the charges are directed by the government has not been legalized. This paper takes the phenomena as background to discuss how to standardize the nonstandard charges by the principle of law.This paper try to find the generated causation of nonstandard charges by setting about from analyzing the current situation of governmental charges and present the operation approach to standardize the nonstandard charges. To normalize the nonstandard charges by exercising the principle of law and publicizing and normalizing the charging procedures. By systematizing the supervision of charging to realize the legalization and normalization of governmental charges.
