Specifically, we must accordance with the essence and operating characteristics of administrative charges,basis of the improvement of the legal system of administrative supervision for charges of the people's congresses, the judicial, the social main and the internal organs of administrative organs, to innovate monitoring mechanisms of administrative charges, and build administrative charges procedural control mechanisms including mechanisms of controlling settings, controlling the implementation of process, controlling the management and use of the funds of administrative charges,and administrative charges supervision linkage mechanism ,such as the system of the judgment against administrative charges reported to the National People's Congress, the people's court provide recommendations about administrative charges to the National People's Congress, results of the internal supervision to administrative charges reported the National People's Congress, in order to create a harmonious, unified and tight monitoring system to administrative charges that is at the core of the control system of "administrative charges law" and the interactively supervision system of the National People's Congress, the judiciary and the social main.
