The Legislative Procedure Discuss Under The Legislative Objective Of Interests Compromise

Interests is one of the basic needs for people to survive, in a great part it decided human behavior trends and the establishment, development and perfection of social order. As a way of the Social governance, law is developed and improved in the procedure of the adjustments and coordination of various interests. In the modern democratic countries, as the starting point of the legal adjustment and coordination of the interests, legislation is very important. The legislative procedure is a kind of legal procedure that must be followed when the legislative work is carried out. Thus the legislative procedure is of great significance for legislation. And for the elements, the nature, the functions of the legislative procedure, the objective of the legislative activities played a decisive role. Thus the legislative procedure study should take the goal of legislative activities as a logical starting point. In this paper, the objective of the legislation is to discover the truth or to achieve the compromise of interests was discussed, and get the conclusion that the objective of legislative activities is to achieve the compromise of multiple interests. And then research the elements, nature, and functions that the legislative procedure should have for achieve this objective. At the end of this paper, the author tests the Chinese legislative procedure with the theory expounded by above paragraphs, and talks about how to improve Chinese legislative procedure.
