Local Legislative Procedures And Technology Research

The local legislation, though taking a lower position in the legislative system in our nation, is tremendously important and indispensable to construction of rule of law, and to the whole nation, society and the civil rights. More than 20 years after the open and reform, local act making has made a giant leap, both in quality and in quantity, and is viewed as one developing with fastest pace and of most admirable achievements in the total legal system, which played a positive role in politics, economy etc. Nevertheless, some problems, especially those laying at the core are being revealed progressively, demand immediate resolutions, which are in nature mainly procedurally and technically, whose perfection directly affects the quality and efficiency of local legislation. This essay, attempts to highlight those problems and suggest approaches of reforms and innovations, aiming to enhance the local legislation, ensure the principles of equality and efficiency observed, and minimize the mistake-making.
