A Study On Elinor Ostrom's Public Governance Thought

Governance of public affairs, has always been one of the focuses of people' s attention. Since the 1970s, along with the further deepening of reform and opening up, and with the development and advancement of social life, people' s concern on public affairs has increased greatly and people' s requirements on public governance has also gradually improved. Traditional public governance theory, however, exists obvious defects, thus has been impacted and challenged greatly. Elinor Ostrom abandoned the disadvantages of the traditional management thinking, she absorbed the advanced Western management ideas and did a lot of empirical researches, finally developed a the theory of polycentric governance and self-governance thinking which are main content of her public management thinking, her thoughts is quite enlightening China' s current management of public affairs.This paper is divided into a total of five parts.The first part, that is,the introduction of basis and significance of the topics on Elinor Ostrom' s public governance thoughts.The second part focuses on the sources and development of Elinor Ostrom' s public governance thinking, in addition, itelaborates the development of Elinor Ostrom' s public governance thinking comprehensively and systematically.The third part presents the main content of Elinor Ostrom' s public governance thinking.After introducing the main contents of Elinor Ostrom' s public governance thinking, its theoretical value and weaknesses of the thoughts are evaluated in the fourth part of the paper.The last part is the conclusion of this paper, it is the general and overall grasp of Elinor Ostrora' s public governance thinking.
