Research On Idea Of Public Governance From Elinor Ostrom

Governance of public goods has been concerned worldwide. With the development of society, the public problems emerge in an endless stream, the existing methods of public goods governance urgently need to be improved and optimized. Elinor Ostrom overthrewed the traditional theory hypothesis "rational people will sink into a social dilemma", and advocated a multi-center of self governance of common pool resources. This idea is of great realistic significance to modern society Chinese public affairs governance.This thesis is divided into six parts. The first part is the introduction, mainly introduces the origin and basis of the topic, research purpose and significance, literature review, research innovation and research methods. The second part focuses on the sources of Ostrom’s idea of public governance, which including the source of theory---Research and Thinking on ideological predecessors, this includes two aspects: the earlier world view of simple system and the concept “multiple-center”and the goods classification theory, and source of practice- Analysis and summarized results of field research, including of the research of investigation on USA groundwater in West China Watershed Management and USA police service. The third part is the connotation of Public Governance Idea from Ostrom, introduces that rational person does not necessarily fall into the common pool resource dilemma, behavior interaction influences behavior results, institutional analysis framework of variables analysis---IAD framework; the forth part states feature of Ostrom’s public governance idea; the fifth part is the evaluation for Ostrom’s public governance idea, and the sixth part analyses the reference for China’s reform from Ostrom’s idea.This thesis adopts literature analysis, model analysis and research, historical research methods. Several proposals for China’s governance system are offerred by reading the works of Ostrom and grasping the connotation of her governance idea.
