Construction Of Interests Expression Mechanism Of Urban Migrant Workers

In his report to the 17th Congress of the Communist Party of China, president Hu Jintao proposed to complete the democratic system, enrich the forms of democracy, widendemocratic channels……protected people' s right of awareness,participation and supervision. In the first meeting of the 11th National People's Congress, Premier Wen Jiabao reported to respect and protect expression of the interests of the people. The interests is an important social phenomenon in human life, also is the basis of social development, the premise and motivation, mutual ties between the human social activities. the expression of interests is people at all levels reflect their wishes and interests of their own aspirations to the public authority, then hoped them would be protected and promoted the effectively.In the cities, migrant workers are a large number of groups. They have played an important role in the development of cities. However, because of the special design of policies and institutional arrangements, they are unable to access the city' s public status and enjoyment of the city public which would be very important for them. Their interests were ignored, their views to be inundated, they have a high degree of blank in expression of their interests.Based on the former investigation, The paper narrates the lack of migrant workers' expression rights of interests, the channels are sluggish, and enthusiasm was deprived, the non-institutionalized expression and so on. Then analysis the reasons through four aspects of ideological and cultural factors, institutional factors, migrant workers themselves and social factors. At last, propose a relatively perfect mechanism of urban migrant workers expressing their interests: cultivating mechanism of urban migrant workers and organization, balance mechanism of expression of right, Implementation Mechanism of expression, protection mechanisms of the system and feedback mechanism and so on.
