The Study On Trust Council Of UN

The trusteeship council (TC for short) was one of the six earliest established departments of the UN, which had had a vital role to hasten the independence movement in the colony, to maintain international peace and security and to promote the trusted districts'economic development and social progress. Even it is deemed to be one of the most successful departments in the UN history. It has theoretical and practical significance both in international regime and international administrate. China has played a great part in it. But the study is so weak both in itself, working mechanism and theoretical foundation.TC derived from the Commissioned System of the League of Nations, and on the base of inheritsing and developing the practical elements it was completed as the TC. Not only during its establishing period but in the practice process there were many conflicts, which typically represented the various kinds of international conflicts and the complex progress of international cooperation. It existed in the TC's whole progress especially in several important meetings, which showed the development of international cooperation and negotiations.Not only during its establishing period but in the practice process China has played an important role as the only representative of developing countries. It's mainly manifested as follows: mediating the conflicts between big powers; protecting the small and independent countries'interests; insisting on the international fairness and justice; obeying the fundamental principles of the UN's Charter and international laws. Especially China played a un-repalceable part in the purpose, available scope and the setup. It could be considered as a typical case of Chinese participating the world.The TC has ended its"mission"since the last commissioned district independed in 1994. But its creative philosophy, systemic and practical meaning left plenty of valuable treasure which can help us to solve international conflicts, to enhance cooperation and to advance the world's harmonious. Furthermore, TC also can adjust itself to the changeable situation that keeps it in use. To be frankly, as a big powers'compromise TC involves many disadvantages. In the historical and practical sense, it enjoys strong vitality and superiority.This article analyses the establishing process, focus on the international conflicts especially among the big powers and interprets Chinese role in it through systemic and typical case research. It can detail, deepen and enrich the study on SINO-UN relationship even fill a gap in this field; also may give us some useful indicates in international cooperation, solving conflicts, enhancing the UN reform. In a word, the study of TC involves academic and practical, historical and realistic significance.
