The Relationship Between The Party And The Government In Modern China

How to design the modes of the relationship between the Party and the government after the CCPtook power and during the period when the Central People’s Government Council of the PRC existed? The CCP made a lot of exploration. According to The Chinese People’s Political Consultative Conference Common Programme, and The Organic Law for the Chinese People’s Political Consultative Conference, and The Central People’s Government Organic Law of the People’s Republic of China, the central people’s government which was a coalition government based on the political view of CCP, the historical experience, the practical needs. The central people’s government was a two-class government system, which was composed of the Central People’s Government Council and its secondary organizations. This system was also special in the power structure.The thesis intends to focus on the Central Committee of the People’s Government and analyze the historical origin, the organizational structure, and the power structure, institutional design, and operation and adjustment to explain the relationship between the Party and the government of China.The rich experience was gained from handling the relationship between the Party and army in wartime and the relationship between the Party and the government during the early ruling time of the CCP. These were the important origins of the relationship between the Party and the government after the PRC was founded. The centralized leadership of the CCP affected the modes of the relationship between the Party and the government. The leadership of the Party on the government was restrained due to the coalition government system. The CCP focused on the function of the leading Party group in the Central People’s Government. Based on these factors, the relationship was in a state of moderate separation between the Central Committee of the CCP and the Central People’s Government before 1953.Since the second half of 1952, the Central Committee of the CCP began to adjust structure and power of the central government, which led to the absolute leadership of the Central Committee of the CCP and Mao over the government. The system design, and operation and adjustment of the relationship between the Party and the government were very important in the period of the Central People’s Government Council of the PRC and it had affected the historical process of the national development of China.
