Research On Several Problems Of Public Participation In Legislation

With the social development and the progress of political civilization, and, legislation professional, technical, professional, democratic development has become obvious that the ordinary people of the country increasingly have a say in legislative activities.In the legislation,how to coordinate the relationship between the public and the Legislative Council has become the modern face of major problems.China is a socialist country of People's democratic dictatorship, the people's participation in the country's legislative activities is an important reflection of the nature of socialism and an inevitable requirement. In recent years, China's public voice in the legislation is increasingly strong, and people participate in legislation in many cases. But China's public participation, both the theory and construction of the system, compared with Western countries are still lacking, and the universal application of democracy make our research and exploration of public participation in the legislative system possible.The basis of this paper is: review the public participation in legislation which is a legal theory and practice of law issues from the perspective of Law and Political Science.In light of the current theory of socialist democracy,foreign public participation in China's legislation and public participation in the legislative process,this text will analyses the loss of China's public participation in the legislative mechanisms.On this basis,it will give several suggestions on improving public participation in China's legislative system.Text can be divided into five parts. The first part expounds basic theory of legislation; The second part briefly reviews foreign public participation in the legislative practice.The third part reviews the Chinese legislative process the major achievements.The fourth part focuses on existing problems of public participation in the practice,The fifth part make focal point on resolving the issues of public participation in legislation,including improving the open system of legislation, legislative hearing system, legislation assistant system.
