The farmer moral issue is a crucial topic in the current study of the countryside and farmers and is an important issue in the creating of the"rural civilization."In this paper, I attempt to reverse the wrong trend in the study of farmer moral issues by shifting the study method from seeking reasons only in farmers and intensifying the moral education among farmers to finding the root causes in the external social environment and in the limitations of farmers, and in this way to explore a more effective approach to the moral issues of farmers. The article is broken down into four parts:Part one: The importance of the study of farmer moral issues in the creating of the new countryside. This importance is explained from these perspectives: the realistic demands for the new rural economic development, the internal needs for the creation of a new rural democratic political system, the key elements of the new civility development, and the basic appeal for creating a socialist society of harmony.Part two: The farmer moral issues in the creation of the new countryside. Based on the demands of our time and on the farmer moral issues arising from the social transformation, the paper addresses the concerns and problems of farmers in their moral ideas, interpersonal moral relationship, and moral practice during the change in and conflict between conventional old morality and modern new morality.Part three: The cause of the farmer moral issues in the creation of the new countryside. The paper holds that these issues result partly from the inner factors of the farmers, such as the their conventional ideas, and their low educational, cultural levels, and partly from the exteranl factors, such as the negative effect of the social and economic development on the morality of farmers, and the hampered spreading of new morality in the countryside due to the rural clannish concepts and authoritarian customs.Part four: The effective approach and solution to the farmer moral issues in the new social reality. On the one hand, the social environment in the rural areas should be optimized, including the rural economic growth, the boosting of rural law and order, the uplift in rural cultural standards, all of which will create better material, social and cultural conditions for solving the moral issues or problems of farmers; on the other hand, the moral awareness and qualities of farmers should be improved by expanding their cultural and scientific knowledge, enhancing their social and professional responsibilities, and elevating their moral standards according to their real conditions. In addtion, it is necessary to upgrade the village-level rules and regulations, the moral assessment system, and the penalty mechanism to ensure a sound moral security system in the rural areas.
