The land reform between 1950 and 1951 was a national movement in the early years of new China. The success of the land reform to a large extent attributed to various powerful tactics. This paper reviews the development of the land reform mobilization in Shanghai's inner suburb, surrounds the subjects and objects' different choices in different stages and various strategies in the mobilization, and discusses the characteristics of the mobilization.The paper is divided into three parts.In the first part, the author surrounds "the person ",and describes the changing subjects and objects in the mobilization of land reform. By using the pattern of mobilizing the work team of land reform, encouraging the farm labors who enthusiastic, and inspiriting every peasant, the whole process of the mobilization, like a baton, passes from one to one, and finally reaches to the hands of peasants. The role of the intellectuals playing in the mobilization, also reviews the complexity and Educational function of land reform mobilization. Each subject of the process, not only pass the information to others, but also improve their own self-examination.The second part is about the various tactics, which make the mobilization achieving best results. The visit to the poor farmers, constructs the link between the natural state of "bitter" from peasants and the ideological state of "bitter" from the country. The conference, as a set of operating mechanism of organization, constitutes the really political process of land reform movement. The reorganized Agriculture Council, shapes new powerful subject, which meet the needs of the movement; The slogans' propaganda indicates that the peasant's emotion become enthusiastic, and a lot of political languages are in the hearts of peasants .The third part reviews the 'inquiring peasants to go their grievances' of land reform in Shanghai inner suburb, and reveals the phenomenon 'non-fixed content of grievances' by analyzing some texts, and points out that the grievances of peasant make the conflict between the peasant and the landowner intensified through the Class struggle.The last part is the conclusion of this paper. It is this continuously promote and interlocking link, which make every peasant not only face directly to the powerful approximation from nation, but also the temptation of power and interests, and at last the mobilization come to a new road.
