The land reform movement (The land reform) in the 1940s and 1950s was the important turning point of the end of Chinese revolution and the beginning of state construction,was a crucial turning point in the rural social mobilization and the state governance, and was efforts and attempts of CPC to make Chinese society modernization. During the process of land reform, the CPC adjusted and changed the policies of the land reform in accordance with the changes of the domestic political situation, and formed a set of mature and effective social mobilization modes. This mobilization mode can quickly and effectively mobilize the rural people and achieve rural social governance objectives, which had advantage than conventional administrative means. What is the concrete advantage of this model of social mobilization,and what role does it play in consolidating the Chinese Communist party regime? In this paper, with the land reform in Liaocheng area as an example, combined with concrete historical materials to try to answer the questions.The first chapter discusses the general situation of Liaocheng area on the eve of land reform. Liaocheng has carried out the reduction of rent and capital increase movement before the land reform movement;although the possession of land situation is not very poor, but still not reasonable, and the actual standard of living of different sectors is not a small gap.Before the land reform in Liaocheng, people are afraid of change,afraid of the landlords and the traditional equalitarianism etc. Liaocheng rural areas is also facing a complex political and martial situation.The second chapter is about the process of rural social mobilization in the land reform movement in Liaocheng. In the land reform movement, the CPC adopted and used a series of mobilization strategies, including the foundation of organizational structures,educate and train grassroots cadres and build mass organizations to support of the masses.Class mobilization like class elements, emotional mobilization like complaints movement.What is important,interest mobilization like distribution of fruits of struggle, driven farmers involved in land reform movement. At the same time, with the classe ducation of slogan, blackboard, newspapers, drama, the winter study movement and other forms, that make farmers set up the consciousness of class opposition.With the development of the movement, there were some deviations,such as corruption and sectarian phenomenon of party members and cadres, kill people with stone, against the interests of the middle peasants. In the meantime, the Communist Party of China has rectified the deviations, the measures include strengthening the organization and management of cadres, classifying the classes reasonably and compensating the middle peasants,mobilizing behavior by means of laws and regulations, and putting "transmutative landlord" in perspective, correcting the development of industry and commerce.The fourth chapter mainly discusses the influence of the mobilization mechanisms on the relations of nation and society. Rural social mobilization uses different types of mobilization mechanisms. Rural organizations are the basis for rural social mobilization,Class education is the ideological guide for rural social mobilization. the classification of the peasants has resulted in class ownership in political mobilization. Mobilization in the land reform movement is the process of strong penetration of state power. In this process, different peasants make different choices of behavior, poor peasants actively seeking benefits, and the middle peasants facing a difficult choice in economic interests and political security. And the landlords and rich peasants have the choice to avoid harm.The mobilization finally resulted in the reconstruction of the rural power, the administration of the primary mass organizations, and the solidification of the mobilization model of movement.
