Analysis On Legal Problems Of The Protection Of Rain Water Collection Project In Northwest Arid Area

Through a series of field researches and analyses, carried out in some regions in Gansu Province, on the Rain Water Collection situation in Northwest Arid Area by the form of questionnaire and interview. We found that the Rain Water Collection Project Construction of the Northwest is progressing, but there appeared various legal problems. During the process of its development of scalization, Rain Water Collection Project is baffled by the disjointed producing constituents of earth, agricultural basic facilities and labor forces. Rain Water Collection instruments are not protected and managed properly, because of lacking protection of relative laws and regulations. As far as these problems are concerned, this thesis did the analysis, classification and discussion, in order to solve legal protection system of Northwest Arid Area by means of authoritative and professional management, democratic and scientific management. From the aspects of the construction materials, technology regulations and project entities of Rain Water Collection Project, this thesis aims to discuss several actual problems, which should be focused and settled during the process of construction and protection of Rain Water Collection Project in Northwest Arid Area, so as to provide some beneficial suggestions to the construction and development of the Rain Water Collection in Northwest Arid Area.The thesis discusses the general situation of the water resources in the Northwest Arid Area and states the background and significance of the Rain Water Collection Project, which has been implemented in this area. The thesis discusses the development status of the Rain Water Collection Project in Northwest Arid Area, and analyses the construction materials, technology regulations and project entities of the Rain Water Collection Project Protection. Finally, the thesis gives legislative proposals from the three aspects mentioned above, as well as theoretical explanation from the point of view of the separation of right and responsibility, the perfection of agricultural insurance.
