| State compensation for immigrants from the Ecological Recovery Zone of Zhunge'er Banner/County is one of the important components of the compensation system for ecological immigrants and is an action taken by the government to have the immigrants from the Zone compensated, so as to protect and recover the local ecological environment. In order to restrain degradation of ecological environment and fully address issues concerning agriculture, countryside and farmers, the Zhunge'er Banner of Inner Mongolia has started series of work since 2006, including development of compensation plan on the basis of thorough research and finalization of guidelines, goals, principles of the compensation system that will implement in some initial demonstration areas. Target groups, scales, ways on how people can get compensated and criteria of compensation were identified and the relevant matching policy and guarantee measures were made, too. Currently, the demonstration areas have achieved some results, but there also appear some problems, for instance, lack of regulations on principles of compensation, narrow coverage of compensation, unclear identification of target groups, compensation in a very monotone way, lower level of compensation, limited period of compensation and nonstandard practice, lack of relief channels, incomplete matching policy, etc. These problems have affected the effective implementation of the system to a certain degree. To summarize the lessons and experiences obtained and to find out the problems encountered in practice as well as the resolutions will be significantly important in terms of theory and practice. The report aims to sort out the successful experiences of compensation for immigrants based on the research on the practice in the Ecological Recovery Zone of Zhunge'er Banner/County, to analyze the issues and weaknesses of the system as well as to explore the solutions to the issues.
