The dissertation aims at historically describing functions of Indonesian domestic political elements in the policy-making of Sino-Indonesian relations, and makes the explanations for the reasons overall and systematically, and summarizes the experiences and lessons, and gives some advice on the solutions of the issue from the author's view, so that the Chinese government can better handle and promote the Sino-Indonesian relations from the perspective of Indonesia's national political elements.The main views include: (1)As a military regime in the New Order period of Indonesia, military group especially the core figure President Suharto played a significant role in the foreign policy-making on the normalization of Sino-Indonesian relations. However, Suharto and his military group had changed their anti-China attitude and realized quickly the normalization of Sino-Indonesian relations with the changes in Indonesia and the world.(2)Indonesian Foreign Ministry in the rule of authoritarianism stayed the plight of foreign policy-making in its structure and process. Indonesian foreign minister Adam Malik and his Foreign Ministry had made every effort to promote the normalization of Sino-Indonesian relations as an important department. (3)The intercourse of commerce and trade between Indonesia and China has a long history. Indonesian commercial circles had been a vigorous practiser for the restoration of the suspended direct trade between Indonesia and China since 1970s. The expanding intercourse spurred Indonesian commercial circles to change their opposition and indifference to the normalization of Sino-Indonesian relations, and promoted the relations.(4)Public opinion is the evidence to and the reflection on foreign policy-making. At the same time, it can produce a binding force to foreign policy-making. The masses'opinion, elite opinion and mass media as a tool in public opinion in Indonesia played a confined or positive role in the course of foreign policy-making on the normalization of Sino-Indonesian relations.Although Indonesia has the biggest population of ethnic Chinese and the complicated relations with China in the Asian-Pacific region, there has been no specialized publication and few papers on this study so far. Therefore, this study has its significance out of question.
