This thesis takes Indonesia's "Global Maritime Fulcrum" strategy and China's "Maritime Silk Road" initiative as case study to analyse the impact of domestic factors on Indonesia's foreign policy decision-making process.The thesis focuses on the question of why Indonesia's foreign policy decisions do not fully conform to the traditional theory of international relations.The thesis points out that the decisionmaking process of Indonesia's foreign policy is based on the "society as the center" and many domestic interest groups play an influential role in the agenda setting and decision-making game of Indonesia's foreign policy,which ultimately profoundly influences the decision-making results of Indonesia's foreign policy.In research paradigm,the thesis mainly uses the two-level game theory to explain the decision-making process of Indonesia's foreign policy from both domestic and foreign dimensions.In research methods,the thesis adopts a combination of qualitative and quantitative methods to analyse Indonesia's "Global Maritime Fulcrum" strategy and China's "Maritime Silk Road" initiative by using official government documents,statistical statements and research results of other scholars.The research significance is that,theoretically speaking,the thesis applies the twolevel game theory and case study of Indonesia's foreign policy decision to further enrich the applicability of the two-level game theory.The practical significance is to analyse "Global Maritime Fulcrum" strategy and China's "Maritime Silk Road" initiative and consider the influence of domestic factors on the Sino-Indonesia relations,so as to further promote the Sino-Indonesia relations development and build a better bilateral relationship.The structure of the thesis is mainly divided into 5 chapters:chapter 1 is introduction,including research background,research purpose,research approach,literature review,theoretical framework,hypothesis,thesis arrangement and so on.chapter 2 is democratization and its influence to Indonesia's domestic stakeholders,including the influence of democratization process in Indonesia's after the fall of authoritarian government under Soeharto and its effect to Indonesia domestic stakeholders.In the post-Soeharto era,domestic stakeholders influences Indonesia's decision-making process on the structural level that affect Indonesia's foreign policy output.chapter 3 is the interplay of Indonesia's Global Maritime Fulcrum and china Maritime Silk Road(2014-2019),including the objective interest of Indonesia's ''Global Maritime Fulcrum'' and China's ''Maritime Silk Road'' projects,and how these both programs meet hand in hand during the process in Indonesia's.As a country that has strategic global proximity,Indonesia's become key point of the implementation of China ''Maritime Silk Road'' that make Indonesia's need adjust the projects implementation with Indonesia's ' Global Maritime Fulcrum'' under Joko Widodo presidency.chapter 4 is two-level game of Indonesia's foreign policy toward China,including how domestic stakeholders respond of Indonesia's relationship toward China's and its effect to Indonesia foreign policy output.Using two-level game by Robert Putnam,author describe how the interplay between Indonesia's domestic stakeholders influence Indonesia's foreign policy output toward the implementation of China's ''Maritime Silk Road'' in Indonesia'schapter 5 is conclusion and policy recommendations,including the main finding of research and policy recommendation to improve Sino-Indonesia cooperation in the future.
