The Border Study Between Government And Non-profit Organization

Since the 1970s, due to the effect of economic globalization, non-profit organization accesses to the rapid development, while defects of the traditional bureaucratic system are gradually revealed. High cost and low efficiency are increasingly unable to meet industrial society, and the society is calling for a new model of public administration. Since the 1980s, the management of the public sector has undergone major changes in many countries, when the new public management ideas, emphasizing on small government with large society, has begun to enter people's vision. Governance and good governance means that the cooperation of political state and civil society, public institutions and private institutions, mandatory and voluntary. It is the reunification of state power to the community, is the government's response to the citizens, and is the theoretical expression of power to people and reflection of the actual demand, with the inevitable result of a growing civil society and the burgeoning third sector. There are inevitable conflicts in government and non-profit organizations participating in the management of public affairs, since government holds public power, and non-profit organizations are in a weak position in the beginning of a dialogue with governmental organizations. In order to ensure that both sides play role in the public management actually, the border must be clearly defined.It can be said that the border issue is a very hot and practical topic. Since the research of China's non-profit organization has just started, so many areas are new, which has been facilitated our writing. Is it necessary defining the border between government and non-profit organizations in China? Is it feasible in China? Are there no obstacles? How to divide? What are the criteria for division? How can we ensure the border demarcation? In this paper, based on China's national conditions and the relevant knowledge of western capitalist countries, the above issues are discussed one by one. Firstly the necessity and possibility of the border demarcation are discussed from the transition period characteristics of our country, the characteristics of power, China's practical problems and the theory of governance. Then the basic theory of border demarcation such as public goods and public finance theory, state and society relationship theory, marginal effect theory and transaction cost theory, and then China and western border demarcation was reviewed and the author defines the border by government functions, organizational structure, public articles, law, social structure, finance, solution to failure of market. Finally, in the view of antagonism of nation and society and continuous border adjustment, the border demarcation obstacles are discussed, ensuring the border demarcation in four aspects of law, self-discipline, public opinion, public interest litigation system.
