Study An Comprehensive Control Of Smuggling In China And Vietnam Border Areas

Smuggling is a universal phenomenon in the world.With the management of foreign trade and the implementation of tariff system,the circulation of goods between countries is controlled or the prices of goods are different,which leads to the occurrence of smuggling.Essentially,it is because of the pursuit of economic interests of smugglers.Existence has objectivity and inevitability.Looking at all countries in the world,governments with governance conditions and capabilities will never stand idly by on smuggling,because smuggling will jeopardize national security,national sovereignty,foreign trade,market economic order,regional social stability,political and ecological environment,social and moral atmosphere and people's living and working in peace and contentment.The practice over the years shows that the mechanism of taking the Customs Department as the main force to combat smuggling has achieved remarkable results for coastal areas,but not for border areas.This paper takes Honghe Prefecture of Yunnan Province as an example,starting from the actual situation of China Vietnam border area,aims to help analyze and explain the smuggling problems in China Vietnam border area,and study and solve the problems faced by the smuggling management in China Vietnam border area.Based on the existing research progress of smuggling control at home and abroad,this paper starts with the stakeholder theory analysis method,and makes a detailed analysis of the five stakeholders involved in the Sino-Vietnamese border smuggling activities,namely,the central government,local government,enterprises,border people and smugglers,and carries out them by game theory.Further analysis,through the solution of the game matrix to find the balance of its interests as far as possible.At the same time,the characteristics and formation of the Sino-Vietnamese border smuggling problem are analyzed with practical cases,and the achievements and difficulties of comprehensive smuggling control in Honghe Prefecture are summarized.Finally,the ideal model of comprehensive smuggling control and theprinciples that should be paid attention to are discussed.Based on the practical experience of the governance theory and the analysis framework,the countermeasures and suggestions for comprehensive smuggling control in the border areas between China and Vietnam are put forward,which mainly include: adhering to multiple co-governance,optimizing the governance pattern,perfecting laws and regulations,and intensifying punishment efforts.We should improve the working mechanism,strengthen border control,strengthen implementation and construction,develop local economy and basically reduce smuggling.
