Design And Research On Evaluation Index System For Scientific Research Ability Of National Defense University

National defense construction of China is the important guarantee of developing national economy,constructing the harmonious society and realizing the unification of the motherland. The national defense universities are gradually participating in scientific research of the national defense extensively and deeply,have made important contribution for the development of the science and techniques of national defense. Scientific research ability is the key ability of the national defense universities,at the same time the level of scientific research ability has already become the important index of weighing the comprehensive strength of national defense universities,so it is necessary to appraise the scientific research ability of the national defense universities objectively and justly and effectively. Only from studying,analyzing and summarizing correctly the scientific research ability and level of the national defense universities,it can improve the scientific research ability of the national defense universities constantly,can just strengthen the strength of science and techniques of national defense constantly , can strengthen the ability to ensure national security constantly,bring about an economic advance.This thesis tries to make use of scientific evaluation means to evaluate the scientific research ability of the national defense university: Based on the related theories of domestic and international evaluation and scientific research evaluation of university,making an overview of evaluation, analyze the process of evaluation. First of all,introduce the concept of ability and the scientific research ability respectively,on the basis of analyzing the characteristics of the national defense university,analyze what is the influence element for scientific research ability of the national defense university,how to influence,and analyze the function mechanism between all influence elements of the national defense university. From the scientific research devotion , conversion efficiency , scientific research output to build up evaluation index system,and make full treatise to all various levels indexes. Secondly,make sure the power of each index with the method of Analytical Hierarchy Process (AHP) through a great deal of data of calculation,set up the evaluation model. Take two nation defense universities as an example again,after data collecting,carry on calculating example study for the evaluation on scientific research ability of national defense university,introduce how to use evaluation index system simply. At the end, put forward the path and method that improves scientific research ability of the national defense university,and introduce the problems that we should notice in the evaluation process combining solutions.
