Defense Systems Engineering Environment, Their Ability To Support The Evaluation Index System

The momentous national defense projects, as a kind of system engineering which have the characters of large-scale, high-risk, and crossing multi-system, multi-disciplinary, their successful implementation usually involves the participation of a number of organizations. The rapid integration of project and good cooperation of involved organizations require effective supports of their environment. The success of momentous national defense projects is directly related to the support capability of system engineering environment. It is becoming an important topic to enhancing the support capability of momentous national defense project system engineering environment for China's national defense scientific and technological industry in the new period. The purpose of this study is to establish the momentous national defense project system engineering environment capability system and put forward an effective and practical evaluation indexes system for the environment, and further promote the support capability of the environment by evaluation.Based on the definition of a series of related concepts of national defense project system engineering environment capability, through interviewing the experts who have ever participated in the momentous national defense project, the paper puts forward the environment capability elements and builds the environment capability system. Then after integrating the existing documents and experts' opinion, the paper puts forward the environment support capability evaluation factors and related evaluation index system. The paper designs questionnaire depending on the evaluation factors, and the rationality of the evaluation indexes is tested through the statistical analysis of the survey data. Although this paper stands on the point of national defense project system engineering environment, the environment is a broad concept. Any system can not work without interdependence with its external environment.
