In the process of economic society development and modernization in our country, the agriculture, village and the farmer is a key and difficult question. The new socialist rural reconstruction is a significant historical topic which the new stage must solve. It is a new action which deepened the rural reform, an inevitable request to implement the scientific development view. It is an effective method to develop the village society enterprise and impel the village society to be progressive. It is also the only way to realize the modernization of our country. Cultural building new socialist rural areas are an important component of building a new socialist countryside.
