Analysis Of Current Status Of Democracy Construction In Rural Areas Of Anren County And Countermeasure Proposals

Grass-roots democracy is a fundamental part of socialist democratic system, where its development and refinement has a big impact on the development and refinement of high-end democracy. It came into being and exists in a special social background but is vulnerable to the special external environment. China grass-root democracy began from villagers' self-governance system at the end of 80s and the beginning of 90s last century, during the practice of extending the mindset and awareness of democracy, villagers built up their self-governance system which main content were democratic co-optation, democratic decision-making, democratic management, democratic supervision, it forms the characteristic deputy democracy and grass-roots direct democracy combinatory democracy political structure.First, With the analysis of the three aspects of grass-roots democracy of social foundation in china,polity foundation,cultural foundation as well as international and domestic environment.Second, Acconding to many years practiced experience this article summarizes the performance of grass-roots democracy construction in Anren Country ,In the same time ,analysis the disadvantage of gross-roots democracy construction .Specially emphatic anylysis the influence of grass-roots democracy construction in Anren that from the factors of the level of economic and culture development,grass-roots democracy construction,the main of grass-roots democracy flow outside.For the issues existing in Anren county, this article brings up some thinking and suggestion regarding enhancement of grass-roots democracy construction: reinforce the main body of people, mindset and awareness of democracy, legal system and their education, strengthen carders and villagers awareness of democracy and legal regulation; put the relationship of Communist party and village committee in order, as well as the relationship of village committee and villages and towns, make sure the village politic developing healthily and orderly, further improve village's administrative management more professional, strengthen the training of village cadre, build a sanity mechanics for decision-supervising, monitoring and so on, ensure the political system construction at village level should be real realized.
