Analysis On The Arrangement Of Macao Civil Servants Retirement Pension Scheme

The Government of Macao Special Administrative Region reformed the pension scheme and is gradually replacing the prevailing pension scheme with the accumulation fund scheme. Main purposes of establishing the accumulation fund scheme are: To broaden the scope of retirement pension. To provide a more flexible retirement pension scheme under the prevailing pension and consolation scheme. To enhance the liquidity of talents in the government. To provide an effective and safe retirement scheme for ensuring earnings and avoiding economic vibrations. To eliminate the uncertain factors related to the prevailing pension and consolidation scheme which result in financial burden to the government.The government of MSAR enacted the law of civil servants accumulation scheme no.8/2006 on 28^th August 2006. It was brought into effect on 1^st January 2007. After the enactment of the new law, all of the workforce having labour service relationship with the government are entitled to have benefit of retirement security. Under the more flexible accumulation fund scheme, both civil servants and the government make contributions according to the preset rate. The monthly instalment accumulates with the profit from investment will be used for the future retirement fund.The accumulation fund scheme is a revolution to the Macao civil servants pension scheme and it is also the tendency of developing the new pension retirement scheme against old age. The main issue of this thesis is within the scope of civil servants accumulation scheme, with analysis in arrangement of the scheme, form of investment, tendency of development, etc. With background of the prevailing era, based on the experience of revoluting pension scheme against old age, and the fruitful results of existing analysis, this thesis further investigated the arrangement of retirement scheme of Macao civil servants. If this thesis could clarify the related theories and give inspiration to the practicer, that would be the greatest contribution of this thesis.
