A Study On Reform And Innovation In Electoral System Of Deputy To The People's Congress

The electoral system of the deputy to the People's Congress is the important component of the socialist democracy system in our country, which is also an important way to realize the people's democratic rights. Since the electoral system has been established, its total trend is progressive and plays an irreplaceable role in the development of socialist democracy. But with the gradual promotion of the political system and economic system reform, the electoral system of the deputy to the People's Congress demonstrates its disfigurement, and needs more development. Thus, how to perfect electoral system has become the hot topic in our social and political life as well as the important task in the socialist democracy construction. The thesis is going to discuss how to innovate the electoral system of the deputy to the People's Congress. The thesis consists of five parts.The first part expatiates the theory of electoral system in order to show the value and function of it. This can provide us with instructions on reforming and innovating our electoral system.The second part recalls the process of establishment and development of the electoral system of the deputy to the People's Congress. Thus, we can summarize experiences and lessons from it, and we can use them for reference in the course of reforming and perfecting of the electoral system.The third part introduces main content of the electoral system, making the necessary preparation for the following research.The fourth part comprehensively sums up the existing problems of the electoral system of the deputy to the People's Congress such as excessive pursuit of high-rate candidates, unfair distribution of deputy,inadequacy of electoral procedure,vacancy of the supervision and suit mechanism.This part also systematically analyzes these shortcomings,which points out the perfecting direction of the electoral system.The fifth part puts forward principles and specific countermeasures to reform and innovate the electoral system of the deputy to the People's Congress. The reform and innovation will be comprehensive and based on basic national conditions, and we must learn from the fruit which comes from political civilization of other countries and adhere to the progressive model.there will be breakthroughs of the electoral system in the following four aspects:updating electoral concept, reforming allocation system of the deputy, improving electoral procedure, strengthening supervision and suit mechanism.
