Public decision-making is a predominant way to provide public service and governance. Whether citizen participate in the process of government public decision-making, and the process of government public decision-making meets the needs of the social public or not determines, Along with the deepening and development of Chinese reform and opening-up, the international and domestic environments that contemporary china lies in have changed tremendously, and citizen pacification in the process of government public decision-making has already become a noticeable political phenomenon. This is not only the tendency of administration democratization development, but also the objective requirement of systematic reform of government public decision-making. However, at present, China's citizen participation in public decision-making is still confronted with many problems, how to effectively solve these problems, the ultimate realization of the government's public decision-making democratic and scientific, has become a very important research topic. Therefore, this article is divided into three parts:Part I: Defining the concepts and explaining the theories. Firstly, the thesis introduces the concepts and features of Public Decision-Making and Citizen Participation respectively, on the basis of this points out thetheoretical basis for civil participation------citizenship theory, the moderntheory of democracy, governance and good governance theory. Moreover, the thesis analyzes the importance of citizen participation in public decision-making, according to fairness, legitimacy, democratization and scientism. Finally, elaborating the various ways of citizen participation in public decision-making according to the experiences of many countries.Part II: Analysis of the current status of the citizen participation in public decision-making in China. In this section we first outline the achievements of Chinese participation in public decision-making system construction since reform and opening-up. Then, on the basis of this we study the actual state in citizen participation in public decision-making, drawing a conclusion that the problem fall into four parts, the single structure of the organizations, the coexistence of disorder and non-institutionalized, the significant differences of regional and class, and the limited depth and effect of the participation. At last there is a multi-angle analysis of the causes: the constraints are imperfect system, immature market economy, the traditional political culture of the shackles and underdevelopment of civil society organizations constraints, according to political, economic, cultural and social dimensions.Part III: Enhancing citizen participation in order to promote the government's effective decision-making. For the second part of the issues raised, this section focuses on how to make the government's public policy-making democratic and scientific by enhancing orderly citizen participation. To encourage people to participate the decision-making is essential to the government's effective policy. This is related to building participatory political culture to establish subject consciousness, improving the relevant system-building to expand channels, cultivating civil society organizations actively to optimize the external environment, promoting e-democracy to build the technology platform.In the process of enhancing citizen's orderly participation, the government should make practical use of the general theories creatively to consider about different regions, really cannot follow the developed countries. In a word, it is a long way to achieve Chinese public decision-making democratically and scientifically.
