| Citizen participation in public decision-making has become an important means for the nation to highlight the values of democracy and improve the quality of public decision-making. Any citizen has the right to know, participate, comment, and supervise the state of national public affairs, to participate, to express and to supervise. Since the reform and opening up, China has been striving to social development and taking continuously reform in people’s livelihood while achieving economic development. China is not only achieving economic development, but also striving to promote social development, people’s livelihood in some areas have being continuously reformed. As Government‘s public decision-making must affect all citizens’ direct interests, involve the majority of the vital interests of citizens, It’s an important part of deepening public decision-making system reform at the very moment to realize how to smoothly further the scientific, democratic and legal process of public decision-making with the good fulfillment of civil interest demand guaranteed. How to make public decision-making carry out being more scientific and democratic, protect the interests of citizens to express their demands can be well implemented, this will be the moment to deepen the reform of important public decision-making content.Apart from the introduction part paper‘s introduction, article is divided into four parts to study. The first part describes the general theory of citizen participation in public decision-making, defines the core concepts of public decision-making and public participation, analyze the theory of civil participation in public decision-making theory. The second part analyzes the current situation of citizen participation in public decision-making from background, participation method, achievements and other factors. the contextual factors, aspects of participation, achievements.Third part analyzes the problems of citizen participation in public decision-making, including the relative lack of civil participation system, the general low awareness of civil participation sense, participation ability awaiting improving,low organization degree of participation. System lacking of citizen participation supply relative, citizen is not in strong sense for the participation, civic engagement capability needs to be improved, and organization participation degree is still low. The fourth part put forward suggestions on citizen participation in public decision-making, including improving related systems of citizen participation in relevant system for better guarantee citizen participation system, shaping participation-oriented political culture and strengthening citizen’s participation awareness, improving citizen’s political character and raising citizen’s participation capability, establishing civil society and raising the organization degree of civil participation and so on.
