In the first part of the article, it mainly analyzed the intension, the nature of the public-served government and the administrative value .That the government is citizen-oriented, the administrative value is the public value involving administrative main body, administrative object, and practice. Then the article explained eco-influence between public-served government and the administrative value, observed the effect of the latter on forestay. Namely, the proper arrangement of the administrative value will efficiently promote the development of the public-served government, or it will prevent its development.In the second part of article, it mainly explored the present condition of public-served government, generalized the collectivity development in the country, and specialized some typical cities such as Guangzhou and Chengdu. Then, the article deeply analyzed the existed problems of the public-served government. On the base of analyzing the problems, it explored the behind deep cause was the obstacle of the administrative value, namely, the behind conscious of government, citizen society absence, and value formalization. So in this part the article made a analysis, to promote development of public-served government, we must eliminate the value obstacle.The third part of article, the phase of suggesting the solution. That is how to eliminate the value obstacle .it observed on the administrative modern transformation. The article firstly suggested the modern value that the government should reflect. Then, it mainly addressed the manners should adept to implement this modern value. Namely, strengthen moral self disciplining; improve the mechanism and system construction; exert the function of the administrative objective.
