"Procedure is the heart of law"and the service system is the joint of the procedure. The procedure can not lie and the procedure can not function without the service,. It is the bridge among the procedures.The service is the tache between the substantive and procedure law.The service is the ladder and channel to complete the procedure and implement the tasks of the substantive law. With the the development of economy and the advancement of science and technology,the defect of the service system and procedural operation exposed gradually to the surface,limit and hinder the works of the people's court."Hard to execute the service"became a serious problem which disturbed our judicial practical scholars. As a extremely important part of the whole procedure system and an indispensable link in the process, service reflects some macro-value such as justice , benefit and some micro-value such as the respect to litigants' right of knowingandintervening in the suit. Being based on service's vital value in theory and immediate significance to practice, by doing this provides the main part of the procedure with the room and the chances to communicate completely,getting a fair position for the two parts to resist and debate,and also the structure balance and the fairly master of information. For this thesis investigated some basic issues on service such as concept, feathers, classifications, ways, comparing the service systems among English, USA, Germany,Italy and so on, analyzing the essence of the problem of service difficulty through taking self-examination on current situation provide some methods to reconstruct and improve the service system in China.
