Research on the fairness of civil service recruitment is as part of political system abroad and part of civil service system at home. The research is very macroscopical, it mostly centralized on system but seldom on recruitment procedure. Practice has shown that problems in procedure affect the fairness of civil service recruitment directly.To the trait of civil service recruitment in our country, the author's research on the fairness of civil service recruitment is from the angle of procedural fairness, including systematic arrangement and practical procedure. It aims to improve the regulations and manipulations in civil service recruitment, make the fairness in systematic arrangement and practical procedure in harmony and finally ensure the fairness of civil service recruitment.All kinds of writing methods were adopted in this paper, such as literature analysis, case analysis, comparative analysis, system study and so on. The paper's composition is following the thoughts of using methods, finding problem, analyzing problem and solving problem. The content includes four parts as following:The first chapter is introduction. This part mainly sums up the former researches briefly. It illustrates the background, angle, meaning and logical way of thinking, then it points the aim and method of this paper.The second chapter summarizes the situation of civil service recruitment in our country at this stage, elaborates the connotation, function, principle, method, procedure of civil service recruitment in our country in order to provide materials for the following text.The third chapter analyzes the procedural fairness of civil service recruitment in our country nowadays deeply from two aspects of systematic arrangement and practical manipulation. It finds that the factors which affect the procedural fairness of civil service recruitment a lot so that suggestions can be given in the next chapter according to it.The fourth chapter put suggestions for the unfairness in the procedure of civil service recruitment forward. Such as reinforcing the construction of law system, innovating the working pattern, going deep into practice and exploration. For all the suggestions, we are able to enhance the procedural fairness of civil service recruitment.The innovation of this paper lies in starting to research on the procedural fairness of civil service recruitment. The research findings with high use value can be our practical guidance directly.
