Analysis The Resistance Of Constructing Service Oriented Police Bureau And The Solution To The Problem

Service-type police organ is an important part in constructing service-type government. It refers to setting up the modern police pattern under socialist democratic and legal system in which "being police for the public, enforcing the law for all the people" is the dominant idea, satisfying the public's security service is the responsibility, improving the police efficiency and service level is the center and constructing well-off and harmonious society is the target.By using the Honggutan public security subbureau in Nanchang as a case, this thesis empirically analyses the obstruction and solution of constructing service-type police organ.There are four main parts of obstruction. The first is idea and custom obstruction. Being lack of research makes it difficult to promote the constructing of service-type police organ. Traditional administration custom holds back the constructing process. The profits from bad service are the benefit obstruction to constructing service-type police organ. The second is the system obstruction. Some of the present systems in police organ conflict with service-type police organ, which may obstruct the constructing of service-type police organ consciously or unconsciously. For example, bottom-up rather than top-down responsibility system is inconsistent with the concept of service-type police organ. Striking-oriented pattern and lack of competition also obstruct the constructing of service-type police organ. The third is poor quality of policemen. Lack of policemen, physical overdraft, psychological pressure and low-level training make it hard to guarantee the construction of service-type police organ. The fourth is guarantee condition obstruction. Fund shortage obstructs the construction of service-type police organ directly. It would be rather difficult if the problem is not solved.The following are the solutions to construct service-type police organ: establish and advocate the theory of service-type police organ; transform the police function to withdraw from independent administration and deepen administrative examination and approval system; introduce competition system; clear police core and margin service and take different strategies; set up the interaction system of police, media and public opinion; improve the police quality; improve the efficiency of police organ, open police affairs to public and set up electronic policing; and make steady fund supply to expand the provision of police resource.
