The detention and repatriation were displaced by social assistance system, which indicated the improving of measures for assisting vagrants and beggars and humanistic care. The system, which is an advanced model, can help the disadvantaged and stabilize the society.But serial relief frauds at Relief Stations appeared during the process of the law's implementing, which are endangering social assistance system. The phenomena, which have various means and fraudulent purpose and wicked influence, has become a knotty problem in the operation of the social assistance system. The phenomena seriously imperil the natural operation of the social assistance system and social peace and Harmony. How to forbid the frauds, is the big problem which must be solved as soon as possible.The typical representations of serial relief frauds at Relief Stations can be summarized into three aspects through the author's research on relevant cases and data: giving false information in order to request help, living on request help from different relief stations, gathering organized gangs. The politics, economy, management and mentality and some other factors together resulted in the phenomena. The main reasons are multiple, such as, rules and regulations are faultiness and lack of maneuverability, the economic gap between urban and rural area is big, the administrative system in relief organizations is imperfect and the allocation of relief funds is improper, managerial talents are few and the employee have less sense of responsibility, cooperation between different depts. is defective, an so on. The frauds at Relief Stations, which are overflowing and becoming an occupation, badly affect the society. The frauds reduce the credibility of the relieving work, and waste national wealth, and trigger moral crisis, and nag relief 0organizations.In order to forbid the frauds, government renewed the relative laws and strengthened the supervision, Ministry of Civil Affairs opened National Assisting Vagrants and Beggars Information Management System and built information communication flat, and the local relief organizations also took effective measures. But because some practical factors, such as, the information was not shared, communication between different depts. is defective, qualities of the stuff were ignored, and the existing measures have not forbidden the frauds at Relief Stations.Serial relief frauds at Relief Stations, which concern politics, economy, education, welfare and other social aspects, cannot be solved by single measure. The author thinks that in order to forbid the frauds, the government shall make macroscopic regulation and integration. The author's suggests are as follows. Firstly, the government should renew the laws and improve the system. The government should enact Social Assistance Act and affiliated regulations, which includes the punishment to the cheaters and unified relieving ways and definite standard of allocation of relief fund and supervision.Secondly, the government should narrow the gap between urban and rural area; improve the social security of rural area. The government should accelerate the development of towns, built unified employment policy; remove the unfair restriction to migrant workers. What's more, the government should improve the rural education, and set up all-around rural social security system, accelerate the development of rural social insurance, social assistance, social welfare system, especially rural endowment insurance, medical insurance, minimum standard of living.Thirdly, the government should strengthen the interior administration, and improve the relieving ways. The government should ascertain the relief fund, and supervise the use; and train high- quality employee, and properly deal with liability conflict; and improve the relieving ways, foster Vagrants and Beggars'vital capacity. In addition; and make government affairs public, and supervise the allocation of ticket by train or water for the Vagrants and Beggars.Fourthly, the government should tighten the cooperation between different depts., and make the information shared. The government should unify the relieving system, improve the cooperation between regions; tighten the cooperation between different depts.; call on NGO to participate in, and promote the nongovernmental assistance; advance the hard and soft equipment, discriminate the real Vagrants and Beggars from cheaters.Finally, the government should attach great importance to ethics construction and moral education. Besides assistance, the government should educate and administrate the help-needer; develop liability and trust education in the society.With the measures aforementioned, we can gather all resources to completely destroy the living space of serial relief frauds at Relief Stations and insure the regular development of the social assistance.
