Research On Social Work Promoting The Management Of Relief Stations

How to effectively relief for vagrants and beggars,thus help them return to family and society is a social problem of our government.In 2003,the government issued the "Measures for the Relief and Management of Vagrants and Beggars without Means of Living in Cities",it effectively protects the legal rights of vagrants and beggars,alleviates social problems and promotes social progress and development.With the rapid development of China's economy and society and the acceleration of the process of building a moderately prosperous society in all respects,the needs of vagrants and beggars are increasingly diversified;relying only on the rescue stations could not well meet their needs.How can social work effectively intervene in the relief work of vagrants and beggars and promote the more effective operation and management of relief stations has become an urgent issue to be studied and solved.This paper is divided into four parts.The first part is introduction.This part introduces the research background and significance,defines the concepts of "rescue station","urban vagrants and beggars" and "management and rescue management" involved in the paper,and expounds the theoretical basis and research methods involved in the paper.The second part is about the rescue station management status analysis: take J county rescue station as an example.This part analyzes the management status of the rescue station in J County,introduces two kinds of rescue procedures of the rescue station,and expounds the problems existing in the management of the rescue station,including the waste of rescue resources,simple rescue methods and contents,rescue management system is imperfect and so on.The third part is about the effectiveness and dilemma of social work participating in the management of relief station.First it introduces the necessity for social work to participate in the management of relief stations;Secondly,it introduces the effectiveness of social work intervention from three aspects: the needs of vagrants and beggars,the work level of relief stations and the social relief work system;Finally,it introduces the difficulties in the process of social work intervention: the lack of guidance of social work theory,the difficulty of social work institution intervention,and the difficulty of social workers' practical work.The fourth part is the suggestions on effective management and scientific operation of rescue stations.Suggestions are put forward in three aspects: social worker level,social work organization level,government department and relief station level,and these suggestions can enhance the effect of social work in the management of relief stations.
