Research On Coordinated Function Of Public Policy

SINCE REFORM AND OPENING-UP POLICY HAS BEEN CARRIED OUT,THE ECOMONIC IS GROWING RELATIVELY RAPIDLY.ON THE FORTH PLENARY SESSION OF THE SIXTEENTH CENTRAL COMMITTEE,CHAIRMAN HU PUT FORWARD A COMPLETELY NEW CONCEPT OF "HORMONIOUS SOCIETY" TO DEAL WITH KINDS OF CONTRADICTIONS AND SATISFACT THE INTEREST REQUIREMENTS OF ALL THE PEOPLE.PUBLIC POLICY IS AN IMPORTANT TOOL FOR THE GOVERNMENT TO HARMONIZE THE CONFLICTION OF INTEREST.SO IT IS PRACTICAL TO REASERCH THE HARMONIOUS FUNCTION AND PEFECT THE MODE OF THE PUBLIC POLICY.I discuss three parts of the public policy aroud many social contradictions.Firstly, consider the harmonious function begin with some correlated concepts of the public policy. Secondly, analyse the harmonious function of the public policy ,though the macroscopical, microcosmic and natual lays to expatiate the unharmonious phenomenon, consider the reason of the unharmonious phenomemon on the view of the policy,and conclude three types of public policy.Lastly,I pilot study the harmonious mode of the public policy, on the base of policy network to analyse the relation of interest distribution and policy process.My paper put forward that public policy is made between harmonizing interest ,balancing advantages and disadvantages among government, interest group ,rank and filer.Go with the interest colony upgrowth more and democratic consciousness of hoi polloi arousal,both of them will affect the policy proceeion greatly .At the same time, the restrict relation between the interest group and hoi polloi can mitigate the social contradictions and stabilize the social order.
