The Research Of Deviating From Public Interest In Public Policy Making

The government as the thruster of citizen authority should formulate and carry out public policy on the basis of public interest according the citizens' interest demand. Moreover, these public policies should insist on the public interest value orientation. However, some public policies are losing publicity, which deviate from the right value orientation in real public management experience.Because the public interest concept in the educational circles is fuzzy, so this paper first has carried on individual limits to the public interest connotation, emphasized that public policy should insist on the value orientation of public interest, also had simultaneously pointed out that some public policies deviate from the public interest in our country and make a brief analysis on it. After proposed the question namely public policy deviation public interest, this article carry on the elaboration on the prospective for this question, then discussed the policy input rationale as well as the current situation of policy input in our country. Moreover, this paper discusses the significance that chose this prospective to carry on the analysis. In this foundation, make an analysis on the reasons which produced to the question as well as the ways of solve the question under the policy input field of vision. This analysis is on several aspects separately that from our country policy input mechanism as well as input subject, input path and input object which constituted the policy input process.This paper selects the topic that public policy deviates from public interest as an object of study which has practical significance. It also tries to employ the politic systems theory and process analysis pattern carries on the thorough analysis to make a deep analysis by choosing public policy input as a point of penetration.
