As the community policing is put forward, both progress and problems can be seen in practice. Despite the fact that police workshops are well established, regulations are implemented and physical and technological protection system are well applied, no remarkable progress has been made in the construction of community policing.Based on the analysis of relevant theory of community policing, this research sees through the real process of community policing applied in Xicheng Sub-bureau of the Beijing Municipal Public Security Bureau. The conclusion is drawn that with good infrastructure and strong support in logistics, community policing fails to function as well as expected. The main reason is that as the executant of the community policing theory, responsible officers cannot be community-orientated.It is mainly caused by the following reasons: great burden of work in the police stations keep officers away from the daily work in communities; there is a lack of clear understanding in regular static quantity of work, which hinders the forming of the normalized community policing model; the leadership in police stations does not have awareness of overall planning with relatively poor management, which reduces the efforts by officers into the community work; evaluation criteria cannot effectively examine community policing work; a shortage of police force and poor management as well as long-term in-service training all contribute to the officers' limited time dealing with the community work. Based on the research, the practical solutions are advised as follows: adapt officers to the on-going social development and improve the community awareness; focus on the effectiveness and efficiency of the training programs so as to improve the overall quality of community police officers; further complete the community system to enhance the foundation of the community policing; recruit and deploy more qualified officers to improve the quality of the police force; establish more scientific and dynamic performance assessment and awarding system to stir the enthusiasm of officers. From a long-term vision, a professional duty model should be established for community police officers.
