The Research On The Systemization Of The Termination Of Letters And Visits

The termination of the letters and visits has been an old question going with the Policy of Letters and Visits for years in China while to establish and improve the system of the termination is a new issue.There are two types:natural termination and announcing termination.Before the Regulations on Letters and Visits adopted by the State Council was effective in May,2005,most of the letters and visits ended up in natural termination,which resulted in that more and more people revisited due to the dissatisfaction of the handlings.Therefore it's necessary to establish the system of the termination of the letters and visits.We have started the practice in establishing the system of the termination of the Letters and Visits since the end of 2005.We start with checking and counterchecking the letters and visits,explore and perfect the theory in practice and successively,with repeated discussion and several drafts,adopted and implemented a series of detailed rules of checking and counterchecking the letters and visits,which include the documents of checking and counterchecking the letters and visits,3^rd-class termination and defining reasonless letters and visits.These documents standardize the relevant procedures of the termination and clarify the substantial standards of the termination,which gradually systemize the termination of the Letters and Visits and regularize the work.Meanwhile we set up a series of assistant materials and working methods which create benign supplement and interaction among the different systems of the termination.Step by step a wholesome system of the termination is formed though practice,which achieves the realization of the legal termination and embodies the harmony between administration justices and administration efficiency.This thesis employs the research methods of exemplification analysis, systems analysis and qualitative analysis.Starting with analyzing the cause and vicious effect of the lack of the system of termination,this thesis demonstrates the necessity of establishing the system and introduces the exploration with practice and the successful experience gained.It focuses on the steps and the procedures of checking,counterchecking,defining the reasonless visits and announcing the termination,which are fully demonstrated and analyzed with charts and diagrams.The thesis also introduces some other relevant aspects comprising the system of the termination and makes comprehensive suggestions to perfect the system.
