Deliberative Democracy: New Views Of The Democratization Of The Local Legislation

Deliberative democracy simply means the democratization of communication. Its emphasis is that the subjects should take the way of argument to communicate, and the argument should be open, equal, and responsible. The theory of Deliberative democracy although originates from the thinking on the current democratization of liberalism of the western academic field, but it also has value for the local legislation to learn under the system of our people's congress. It can offer a new view for the democratization of local legislation. With the view of the Deliberative democracy, the paper's idea is that the existing biggest problem of the democratization of the local legislation lies in the obscure of communication among the subjects, which causes the lack of arguments and little effects of the democratization of the local legislation. Therefore, It's a good try to realize the healthy work by establishing the mechanism of communication among the subjects in the procedure of the democratization of local legislation, the paper puts forward certain suggestions to develop the democratization of the local legislation. The healthy mechanism of communication of local legislation should be established by effort, including the healthy communication among the subjects of the local legislation, among the citizens participating the local legislation and between the subjects of the local legislation and the citizens.
