The Study Of System Approach To The Effective Control Of Our Government Cost

With the in-depth development of global economic integration, competition among governments of all countries become fiercer day by day and governmental functions are expanding continually, which constantly highlight the problem of high government cost."China pays the highest administrative cost in the world". The government cost which always stays at a high level brings on a heavy burden to the financial system. Our Party and government have attached high importance to the low efficiency of the public administration. The report of 16th CPC National Congress put forward the question of reducing administrative cost for the first time, which was also considered as one of the objectives of deepening the reform of public administration system. Reducing government cost can help to build a clean, efficient and fair government. To strictly control the government cost is the key of enhancing administrative efficiency, restraining government actions, curbing rent corruption and building economical society.This thesis starts from the basic theory of government cost. It firstly disserts the connotation, classifications and characteristics of government cost. By referring to the forefront theories and viewpoints of the academic community, integrating the theories of Public Administration, Economics and Cameralistics and using the comparative research method and method of literature induction, this thesis gives a systematic analysis of the existing questions and its causes of the government cost of China. System is an important entry point of the research of government cost in this thesis. Then, the article elaborates on the basic theoretical basis and related system theory for efficiently controlling government cost and combines system factors with the actual situation for the analysis. Sequentially, this thesis arrives at the point of view that the lack, distemperedness and inadequate implementation of system are the root causes of high government cost, and system approach is the root method to solve the high-government-cost problem. Grounding on this, the thesis focus on how to set up public service outsourcing contracts system, governmental performance evaluation system and how to improve and perfect the existing budget system, civil service system, the administrative examination and approval system, administrative decision-making system, administrative supervising system, government procurement system and how to effectively promote the implementation of such various systems in order to effectively control the cost of our government, thus promoting China's building of a clean, efficient and service-oriented government.
