From the world wide outbreak of "SARS" in 2003 to "swine flu", from "tiger incident", "Sanlu milk powder case", "6·28" Guizhou Weng'an incident, to "5·12" Wenchuan earthquake, all is relevant to the government information dissemination. No doubt the government's information dissemination affects people's daily life in all aspects. It actually plays a significant role in the public's lives and its impact is more than great.It has been a year since the implementation of in May 2008. Taking Hangzhou government information dissemination and its strategy as object, this paper studies the current situation of Hangzhou government information dissemination both from the perspective of system and practice. By applying lessons learned through some successful domestic and foreign government information dissemination cases to the actual situation in Hangzhou, the paper explores innovative strategies for Hangzhou government information dissemination from the three aspects of government, media and the public. It also puts forward my views on how to improve the efficiency of local government's information transmission.On the government level, this paper argues that the government could adopt a system that encourages "Independent Commission Against publicity" and open performance appraisal and accountability mechanisms for government officials. In practice, this paper argues that the government could carry out "debate" or "dialogue" through electronic media to expand the government information dissemination channels, improve the government official's journalism sensibility and create personalized images for them. On the media level, it recommends that the media should reduce its dependence on the government released drafts and changes the habit of taking "draft" as news report in order to achieve diversification of ways for government information dissemination and deepen its role of communication platform for the government and the people. On the public level, it suggests to improve the public's capability of interpreting government information and using media to achieve discourse right through the cultivation of knowledge and media literacy.
