Realism and Liberalism suppose that national interests are fixed which can not be changed by international norms. The national foreign policies are series of strategic rational choices based on calculation of maximum of national interests. But theories based on sociology argue that national interests are constructed by interactions among social actors, which are shaped by norms, rules and institutions in international society. The methodology from perspective of sociology does a great help in the study of how international norms of human rights influence Chinese foreign policies. Not only international norms of human rights influence nation's foreign policy, but also it help to generate new international order and actor's behavior model. When we tend to the dynamic function of the norms of human rights, the theory specialized in development of international norms by Martha. Finnemore can provide useful enlightenment. It argues that nations accept international norms because of the pressure of legitimacy and national self-esteem. At the same time, it is necessary to analyze the differences of viewpoint of human rights between eastern and western countries and the tense between human rights and sovereignty. International human rights regimes and mechanism play an important role in the internationalization of the norms of human rights, to this point the thesis will concentrate on UN human rights regimes and Chinese practice there.
