Analyze The Effect Of The Strategic Reciprocal Connections Between China And Japan

During the 20th century, 70 to 90 years, Sino-Japanese relations were the "Honeymoon Period." 1972"Sino-Japanese Joint Statement" signed by China and Japan which normalized diplomatic relations between the two countries in political, economic, cultural and other fields. After the Cold War, international situation had entirely changed. From the 90's of last century to the beginning of 21st century, China and Japan's relations developed in the friction that is, the "Running in Period." From the beginning of the 21st century to "ice-breaking journey", the Prime Minister of Japan Junichiro Koizumi and his cabinet's wrongdoing seriously worsened the two countries'relations, and this is considered as the "Frozen Period."However, either the international factors, or domestic factors have strong demand for the two countries'normal development. The current theme of world which is peace and development; economic globalization, the developing trend of Group economic integration; the needs of peace and stability for Sino-Japanese relations in the Asia-Pacific region all require these two country developing normally. China and the United States also contributed to the strategic needs, and which makes the Japanese government to improve relations with China. For the domestic factors, the normal development of Sino-Japanese relations is in line with the fundamental interests of both countries. Although there are differences and frictions, the normalization of Sino-Japanese relations is an unalterable trend.In October 2006, the Prime Minister Abe's first official visit to China marks the opening of Sino-Japanese relations and political stalemate, so-called the"Ice-breaking Trip."After the"Ice-breaking Trip", the"Greeting-spring Trip"and the"Warming-spring Trip", the Sino-Japanese strategically reciprocal relationship officially established。In the"Sino-Japanese Joint Declaration on Fully Promoting Strategically Mutually Beneficial Relationships", the two sides decided to strengthen mutually political trust, promote humanities exchanges, enhance friendship and the feelings of people, strengthen mutually beneficial cooperation and common commitment to the development of the Asia-Pacific region to jointly respond to global issues five major areas of dialogue and cooperation to build a framework for cooperation. Between the two countries, to enhance mutually political trust is a strategic foundation for the development of mutually beneficial relations and security; the friendly feelings of young people between the two countries is the foundation on friendship from generation to generation; strengthen bilateral cooperation in energy, cooperation in the field of environmental protection; maintain the peace and stability in the Asia-Pacific region; together deal with global issues. Sino-Japanese relations should be considered from a strategic focus, from the fundamental interests of the countries to further promote strategically mutually beneficial relationship, and committed to regional peace and development, and the benefit of the common development of the world's future。After the confirmation of Sino-Japanese strategically reciprocal relations, the situation in both countries had been changed. With the mutually beneficial relationship being continued to push forward, the mutually political trust has been strengthened gradually; to deepen cooperation in the field of energy source and environmental protection in order to find new economic-growth points; to promote the intercourse among the youth in the interest of reinforcing foundation of friendship from generation to generation. Also, Sino-Japanese strategically reciprocal relations has a positive impact on the East Asia: It is conducive to easing tensions in Northeast Asia, promoting the maintenance of regional security; to promote regional cooperation, promote economic integration in East Asia; flexible diplomacy between the two countries becomes a model for other countries to develop friendliness with other countries.Sino-Japanese good-neighborly friendship is an irresistible tide, but the impacts on the normal development of relations between the two countries are also contributing factors which still exist. (1) From the beginning of Prime Minister Abe took office, Japanese Prime Minister did not visit the Yasukuni Shrine, so during the period of the Sino-Japanese historical problems are easing, but the breeding of the root of the problem still exists, right-wing forces in Japan is still much residual, and historical issues have not been properly resolved, thus it remains the greatest threat to relations between the two countries. (2) As the result of the Diaoyu Islands, its surrounding waters and the East China Sea's rich resources, it has an important strategic value to our country. The provocation of Japan on the Diaoyu Islands issue and the East China Sea issue is considered as a provocation to our national sovereignty; the same, such as the Diaoyu Islands, the unjustified possession of the East China Sea, is a violation of our national sovereignty. (3) The US-Japan security alliance poses a threat to our national security, besides they interpose the Taiwan issue in the teeth, and use flagrant interference in our internal affairs. US-Japan alliance continuously strengthening the forces in the Asia Pacific region is not conducive to regional peace and stability and could trigger a new"security dilemma."(4) The Taiwan issue is China's internal affair, involving China's core interests. Japan has intervened in the Taiwan issue many times in order to create"one China, one Taiwan"or"two Chinas". This has seriously violated the basis of the principles of the three Sino-Japanese political documents. This is gross interference to China's internal affairs, which has serious impact on the relations between the two countries.With the Sino-Japanese strategic reciprocal connections continuous development, the three parts of China, America and Japan will work hard to promote the positive interaction and to realize the connections in dynamic equilibrium. Positive interaction refers to one pair of the bilateral connections'development could promote the other two pairs. Dynamic equilibrium refers to the connections among the three parties are in a dynamic harmonic state, which means cooperation is in the competition, and to achieve national interests in mutual benefits. The common interests among the three parties are to promote the positive interaction of tripartite connections, and that is also a prerequisite and driving force for dynamic equilibrium. The strong China is the reason of the positive interaction and dynamic equilibrium among tripartite connections. The United States and Japan will control the contradictory development state between the United States and China and between Japan and China, to avoid troubles at brink of critical state or having qualitative changes. They could strive to maintain or restore the dynamic balance and achieve win-win benefits. Because there are some contradictions between the United States and Japan, the connections between the two sides with China became the positive way and a bargaining chip for the third country to adjust the connections with China and restore the imbalance. Three parties are in mutual constraints, interrelated, and interdependent. In order to continue to push forward the Sino-Japanese strategic, the three parties begin to create a new situation for Sino-Japanese connections, Sino-US connections, the connections among China, United States and Japan on "win-win".The continuously development of Sino-Japanese strategic reciprocal connections is good to promote regional integration and help the realization of an East Asian Community. The regional economic integration should be the cornerstone of East Asian Community which could gradually develop into a security community and social community. The establishment of an East Asian Community is not only the need to promote Sino-Japanese strategic reciprocal connections, but also the needs for long-term national strategy. The establishment and promotion of Sino-Japanese strategic reciprocal connections are the biggest driving force for the formation of East Asian Community. China and Japan will fully respect the initiative of ASEAN, and play a responsible role. They also will rely on the region, and work together to create a new situation of two countries between China and Japan, and the prosperity and development of Asia from a strategic height and long-term point of view.Sino-Japanese strategic reciprocal connections is good for deepening assistance of the two countries, the implementation outcome of the United Nations reform, and solving entering Security Council permanent issues for Japan. The two countries should work together, respect United Nations resolutions, maintain the dignity of the United Nations, and promote the reform actively.
