Nanking Provisional Government(NPG) was the first democratic government of ancient China. From today's standpoint, NPG faced some national issues. Firstly, imperialist countries invaded the land of ancient China and cut apart frontier regions. Secondly, Manchu squeezed the other class. Thirdly, there were Han and local nationalism in most of people and regions. Lastly, religious problems intertwined above.Dr. Sun Yat-sen was a lead of a number of studies from abroad returned from the republican intellectuals using the biological evolution of thinking, social Darwinism thinking, Chinese social and practical problems in the Chinese traditional culture "convert" theory. Under this guidance of thinking, NPG proposed some ways to resolve the ethnic issue including political, educational, religious. One of the most basic, the core theory was a unified multi-ethnic country theory. For the whole Chinese history, NPG been considered ancient China as a multi-ethnic unified country.NPG promulgated the laws about abolition of authoritarian education system, the implementation of modern bourgeois democratic system, and for the education of ethnic minority regions also emphasized considerable importance. However, the education is a long project, during a short life span in NPG, it was impossible to predict the result from emphasis on education. It was true that NPG's ethnic educational theory established a good theoretical basis for its offspring.NPG has settled religious issues, safeguarding the country's unification and ethnic unity. Especially, some issues have been resolved in Inner Mongolia, Xinjiang, Tibet, and other ethnic minorities regions.NPG was the first democratic government in ancient China. It was due to China's social problems, and the understanding of social revolution inappropriately, as well as its own weakness, and his handling of domestic ethnic issues was still many theories of misconduct.
