Therefore the retail of medicine is more professional, and in the nature very different from that of other goods.In recent years with the continuous deepening of reform and opening up, medicine retail business is developing rapidly, increase the number of pharmacies. How the continuous development of the socialist market economic system under the effective supervision and management of drugs retail enterprises conduct of operations, and ensure that the masses of medication safety and promote the healthy development of the retail industry, is the main purpose of local legislation.Our country is vast in area. Due to differences in geographic, economic, demographic and environmental factors , different provinces differ in the development of the region. One criterion ruled the pharmacies administration regionally is poor in implementation. National laws and regulations of retail pharmacies not a set are lack of maneuverability. With the local legislative space of Shanghai pharmaceutical retailer supervision and management and in accordance with Article 15 of Law on Administrative Licensing, local laws and regulations can be set administrative licensing requirements independently.This research began with pharmaceutical retailer characters, development and the history of supervision and legislation, then to learn information of development of business types, open requirements, working philosophy, employee composing and penalty, find the active status and problems of pharmaceutical retailers. Methods such as literature review, scene investigation and logical analysis are applied. The feasibility of local legislation has been demonstrated in the factors of foundation and weakness of law, Shanghai local condition, the basis of management and hundreds years experience from developed countries. Rational location, open permission, licensed pharmacists, daily management, pharmaceutical care, and supervision after GSP certification are the keys on the administration of pharmaceutical retailers. It is to discuss the novel way on the supervision and local legislation of pharmaceutical retailers via investigations, so as to put forward the thoughts and advises on local regulation with high implementation.
