Because most the problems facing China's agriculture are always the core problems, and also the most difficult parts of China's modernization. As the very bottom of the society, the study of rural community in China is combined with the study of China's modernization. In this process, the rolling inward state power is becoming the main feature since late Qing dynasty. Tightly combined with the formation of nations and social relationships, the process of local regularization and organization is also tightly combined with rural regulations.Serviced to the nation, local regularization and rural regulation are based on traditional theory leaded by nation on nation and social relationship. Local regularization, rural regulation and the design of their pattern must reflect the actual conditions of nation and social relations, and also be conditioned by them. In this sense, the process of local regularization is the formation of rural community regulation. Tightly combined with the formation of nations and social relationships the process of local regularization and organization is also tightly combined with rural regulations. It makes the conflict among indigenous, locality and modernity clear. In return, it promotes awareness and consideration to modernity.Practice has proved that all will be just the opposite due to their inherent defect. Excessive emphasis is inadvisable, either on the nation's absolute control to the locals or on the absolute autonomy of the locals in the innovations of local regularization and rural organization. It is necessary to combine the government's rational construction with locals' democratic to form reasonable management structure, and to form positive interactive between them.For the research of patterns and routes, there are two ways—single and composite. Usually, it is single to rely on ideal assume. But in the reality, it's composite, that is a composite of more patterns and routes. The case of this paper is a composite practice of patterns and routes. Based on pluralism value and composite practice and combining with the governance experiences and actual conditions of developed rural areas in China, the writer feels that the way to the development of the rural governance innovation in China is to cultivate the local's self-governance, to build able people's governance and institutionalized governance, combining authority administration with specialized administration.
