There are two major journalistic norms can be used in adjusting the activities of journalism and communication. One is the journalistic law and the other is journalistic ethic norm. The former relies on the state's power to ensure the implementation. While the latter mainly relies on the public opinion and social customs to get fulfill. If we read around the journalistic norms of different countries in the world, we will find many overlap between the law and the ethic. But so far there is no scholar who has sorted out the overlap that can be found in journalistic norms. Based on the situation, I did the job in my dissertation and get a conclusion of eight pieces of journalistic norms that reflect both the law and the ethic. There are: 1. Insist on journalistic reality; 2. Protect the individual human rights; 3. Protect the intellectual property and copyright; 4. Protect the source of information; 5. Do not disseminate illegal or improper information; 6. Do not interfere the justice; 7. Do not accept any bribe that may influence the news report; 8. Get the information via legal and reasonable way.In the following part of my dissertation, I analyze the reason why there exist such norms and the significant point of the double-safeguarding norms. Then I give two suggestion of China's media law construction according to the reality of our country. Firstly we need a specialized journalistic law to protect and restrict the freedom of press. And secondly we need a real journalistic ethic norm that can be implemented in the reality.
