At the same time, it describes the framework of this study and research methods. The first part of the body has selected the enlightened theory from the theory of Western great thinkers to this research, has built the theory platform of this paper and has clarified the responsibility, responsibility consciousness, the responsibility idea, the responsibility movement and other related concept. The second part starts with the analysis of the government responsibility, deeply discusses the subject and object of the government responsibility with the object as well as the Western country and in thoroughly our country legal framework to the government responsibility stipulation. The third part obtains the beneficial enlightenment by comparative analysis of different stipulation of the government responsibility system from the five big disciplines such as the legal science, the economic, the sociology, the public management.
