Study On The Construction Of Chinese Government Responsibility

Since the opening-up policy, Chinese government has emphatically carried on economic system reform, and has made remarkable achievements, which not only proves our authoritative government’s ruling ability and level but also embodies its responsibilities. With the further development of economy and society, there has occurred a new stage of development in the period of social transformation, and a coordinated "five-in-one" type of development is expected, which naturally requires a new governance mode of our government. Thus transformation of government governance mode will drive the transformation of its roles and functions, and lead the government to actively fulfill its responsibilities.In accordance with the principle of consistency between power and responsibility, our government acts as the executive organ of state power, handles the public power, and is required to hold the government responsibilities. Government responsibility is a responsibility collective, of which the academic circles have different methods of classification. This dissertation will mainly discuss the government’s political responsibility, legal responsibility, administrative responsibility and moral responsibility. As our country’s market economy system is not yet sound enough, the democracy and rules of law remain to be perfected, and our government is heavily burdened with social pressure and responsibilities. The government embodies its responsibilities in dealing with its relationship to the ruling Party, the National People’s Congress, Court, Procuratorate, market, society and citizens, and the relationship within government itself.Our present government has yet the lack of certain responsibilities, mainly reflected in the absence, misalignment and offside of government responsibility. This is not only because our government does not have sound accountability system, namely lacking in accountability for the government itself and civil servants, especially for some government officials and administrative leaders, but also because the responsible government’s legal system is not yet sound, lacking in mandatory and authority of law, thus leading to lack of rigidity and effectiveness in the accountability for government responsibility, which has mainly affected the construction of responsible government. In addition, influenced by the negative factors of traditional political culture, the government and its civil servants still show certain deficiency in legal administration. All these factors affect to different extent the realization of government responsibilities, the actualization of which is a worldwide problem. Through the. pectination of the experience about government responsibility construction, reflected in the United States government’s perfect law and system, in the British government’s public administration reform and in the Singapore government’s dynamic governance, this dissertation absorbs and uses for reference the western governments’ excellent results in promoting and establishing more responsible governments. Based on drawing lessons from the beneficial experience of western developed countries in government responsibility construction, we should have clear goals and requirements of Chinese government responsibility construction, construct and constantly improve the implementation mechanism of government responsibility, strengthen the mechanism of legal accountability, political accountability, administrative accountability and ethical responsibility, and constantly explore the implementation paths of government responsibility.
