The way of modernization of Chinese criminal law is to learn from Japan, and study west further. Late Qing Huang Zunxian wrote the book "the Criminal Annals of Japanese History", which described and commented on history of the development of Japanese criminal law, and translated the first modern criminal law which was called old "Criminal Law". "The Criminal Annals of Japanese History" was written by ancient style "chi". Detail in close and brief in remote, it focused on Japanese modern criminal law; following the code tradition, it translated the foreign criminal law for the first time; it began to leave the situation of confusion of all laws and formatted a special criminal law; it completely separated criminal law from criminal procedure law, and the order was, first the criminal code and second the criminal procedure law,Which reflected the simple awareness of the procedure priority. It was the first time that the translation of old "Criminal Law" explicitly put forward the "general principles"and "criminal" in the code had been in use for the modernization of Chinese criminal law and formally opened the road. "The Criminal Annals of Japanese History" thought that the precision of criminal law was the trend of law development and the establishment of a comprehensive modern criminal law system was necessary. "The Criminal Annals of Japanese History" had a large number of new modern western criminal law terms. "The Criminal Annals" not only brought a large number of new terms from Japan, but also introduced a large number of advanced western knowledge. Both style and content contained many factors of modern criminal law, which greatly speeded up Chinese modernization of criminal law. "The Criminal Annals of Japanese History", written by Huang Zunxian, had a unique value in the transformation from ancient criminal law to modern criminal law.
