The President of the United States has the greatest power of all as the head of state. But under the mult-balanced political system of United States, the president was controlled in the exercise of his powers by many factors and the congress is one of the main factors. After 911 incident, United Stated national security strategy and Asia-Pacific security strategy for a larger adjustment, the congress also changed their attitude of security policy toward China temporary by unexpected of 911 incident, however, with the deepening of anti-terrorist cooperation and the end of Iraq war, the congress return to the pace of reason. This thesis uses empirical analysis way, mainly summarizes the overall law of the congress impact security policy toward China in different historical stages. Subdivided the organization structure of congress, used the molding of final legal principle as nodes, carried out our congress diplomatic work discriminating.Chapter one selective analyzes the congress impact the similarities and differences of security policy toward China in three historical periods, and summed up this overall law on this basis. Chapter two is main part of full text, firstly, it analyzes the importance of legislative authority is a main style that congress impact security policy toward China, second, it uses the main method of the congress impact security policy toward China as main line to specific inspect the various kinds of methods influence before and after eventually forming the legal principle. The last chapter is on the basis of chapter one and two, it combines the interrelated consider of current congress to participate in security policy toward China, mainly from the practice angle to sum up our relevance on diplomatic work. Development of Sino-US relationship accords with fundamental interests of people in the two countries and it is also the consensus between the White House and the congress. After 911 incident, faced with the new opportunities and challenges, our congress diplomatic work should transforms concepts, advancing with the times, reached in a new height of theory combining with practice.
